Ms. Delina Ibrahimaj was born in Tirana on December 23, 1983. Since September 2023, she has held the position of Minister of State for Entrepreneurship and Business Climate.

Before this role, Ms. Ibrahimaj served as the Minister of Finance and Economy.

In November 2012, she obtained a Doctorate (PhD) in Banking and Finance from the University of Rome, Tor Vergata – Rome, Italy. In December 2009, she received a Master of Science in General Management from the “Luigi Bocconi” University – Milan, Italy, and a Bachelor's degree in Management and International Economics from the same university.

Ms. Ibrahimaj has completed several training programs, including a Train the Trainer program held from March to June 2016, and a training in the field of Anti-Corruption and Good Governance, organized by the Albanian School of Public Administration with the support of the OSCE presence in Albania, the National Coordinator against Corruption, and the Italian government’s Public Administration project on “Support for Anti-Corruption Measures in Albania.”

Since 2016, she has been a member of the Statistical Council at INSTAT, and since 2017, a member of the Board of Directors of FED Invest and the Social Insurance Institute.

Ms. Ibrahimaj has an extensive work history. From 2019 onwards, she served as the Director General of Taxation. Between 2016 and 2019, she was the Director General of the Institute of Statistics, and from 2015 to 2016, she was the coordinator for Financial and Economic Affairs, as well as a member of the Operations Room at the Prime Minister’s Office. From 2011 to 2015, she worked as an economist at the Bank of Albania and was a Board member and Senior Financial Officer at Tirana Ekspres in Tirana, Albania. From 2007 to 2010, she served as the General Manager at Urban Distribution, sh.p.k., and between 2005 and 2007, as a manager at Albanian Distribution Association, sh.p.k., Tirana, Albania.

She is fluent in English, Italian, and French.
