Deputy Chief Executive Officer, Institute of Banking and Finance

Winnie was seconded from MAS to assume her current role at the Institute of Banking and Finance (IBF) in Oct 2020. The IBF, which was appointed by the National Jobs Council as its Jobs Development Partner for the financial services sector in Oct 2020, works closely with the Monetary Authority of Singapore (MAS) and relevant government agencies, industry associations, financial institutions, training providers as well as institutes of higher learning to provide a comprehensive suite of services ranging from setting competency standards and promoting skills development, to curating jobs and attachment pathways, career advisory and job placements.

Prior to joining IBF, Winnie headed up the Consumer Issues Division which serves as MAS’ interface with financial consumers in managing feedback on the financial institutions dustry and enhancing financial consumers’ level of financial literacy through initiatives under Moneysense.

In her earlier years with the MAS, Winnie was part of the team which pioneered financial sector development work at the Development & International Group, focusing on the sector development of the private banking (including family office and philanthropy), asset management and insurance industries as well as overseeing MAS’ international offices in London and New York.
