Gabriel Makhlouf took up his position as Governor of the Central Bank of Ireland on 1 September 2019. Before joining the Central Bank Gabriel was Secretary to the New Zealand Treasury and the Government's chief economic and financial adviser from 2011 to 2019. During his time as Secretary, he led reviews of New Zealand's three macroeconomic pillars (monetary, financial stability and fiscal policy) and the development of a new framework for the development of economic and public policy focused on intergenerational wellbeing. Gilles Roth was born on 1 March 1967 in Luxembourg. He studied law at the “Centre Universitaire de Luxembourg” and the “Université Catholique de Louvain” (UCL) in Belgium, where he obtained a degree in law and another degree in business administration and management.
Following the legislative elections of 8 October 2023, Gilles Roth was appointed Minister of Finance on 17 November 2023 in the coalition government formed by the Christian Social Party (CSV) and the Democratic Party (DP).
Gilles Roth was elected municipal councilor in 1993 and became mayor of the city of Mamer in 2000. He joined the Parliament in April 2007 and was reconducted until 2023. In 2013, he became Chairman of the CSV political group.

Sarah Breeden became Deputy Governor for Financial Stability on 1 November 2023. She is a member of the Monetary Policy Committee, Financial Policy Committee, Prudential Regulation Committee and the Bank’s Court of Directors. She has specific responsibility within the Bank for financial stability, the supervision of financial market infrastructures, international issues, central bank digital currency and fintech.
Sarah also leads the Bank of England’s work on climate change, domestically and internationally, a role she has held since 2016. She has been a Steering Group member of the international central bank and supervisors’ Network for Greening the Financial System (NGFS) since its inception in 2017, and chaired its macrofinancial workstream from 2018 until early 2022.
Sarah joined the Bank in 1991. Prior to her current role, Sarah was the Executive Director for Financial Stability Strategy and Risk and a member of the Financial Policy Committee (2021-2023). Gabriel Makhlouf took up his position as Governor of the Central Bank of Ireland on 1 September 2019. He chairs the Central Bank Commission, is a member of the Governing Council of the European Central Bank, a member of the European Systemic Risk Board, and is Ireland's Alternate Governor at the International Monetary Fund.
Before joining the Central Bank Gabriel was Secretary to the New Zealand Treasury and the Government's chief economic and financial adviser from 2011 to 2019. During his time as Secretary, he led reviews of New Zealand's three macroeconomic pillars (monetary, financial stability and fiscal policy) and the development of a new framework for the development of economic and public policy focused on intergenerational wellbeing. In addition Gabriel was New Zealand's Alternate Governor at the World Bank, Asian Infrastructure Investment Bank, Asian Development Bank and the European Bank for Reconstruction and Development. He was also co-chair of the Trans-Tasman Banking Council.
Previously Gabriel worked in the UK civil service where his roles ranged from policy on domestic and international tax issues through to large-scale operational delivery. He has also chaired the OECD’s Committee on Fiscal Affairs and was responsible for the UK's Government Banking Service.

Gilles Roth was born on 1 March 1967 in Luxembourg. He studied law at the “Centre Universitaire de Luxembourg” and the “Université Catholique de Louvain” (UCL) in Belgium, where he obtained a degree in law and another degree in business administration and management.
Following the legislative elections of 8 October 2023, Gilles Roth was appointed Minister of Finance on 17 November 2023 in the coalition government formed by the Christian Social Party (CSV) and the Democratic Party (DP).
Gilles Roth was elected municipal councilor in 1993 and became mayor of the city of Mamer in 2000. He joined the Parliament in April 2007 and was reconducted until 2023. In 2013, he became Chairman of the CSV political group.
From 1991 to 1994, Gilles Roth practiced as a lawyer. In 1995, he started working at the Ministry of Finance, before being seconded to the Luxembourg Court of Auditors and the Permanent Representation of Luxembourg to the European Union in Brussels. In 1998, he returned to the Ministry of Finance and became government advisor, later senior government advisor.

Mr. Reis was President of AICEP - Agência para o Investimento e Comércio Externo de Portugal, from 2011 to 2014.
Mr. Reis was Executive Secretary of the Strategic Council for the Internationalisation of the Economy (CEIE).
Mr. Reis was a member of the National Council for Entrepreneurship and Innovation and the Industry Council within the Ministry of Economy and coordinated the Permanent Investor Support Commission (CPAI).
Mr. Reis was a member of the General and Supervisory Board of Portugal Ventures.
Mr. Reis was Senior Advisor to the Executive Committee of Banco Millennium BCP in 2014, Executive Director of BCP Capital in 2015, Director of Strategic Marketing and Business Development in 2017 and Director of Institutional Banking at Millennium BCP between 2019 and 2021.
Mr. Reis was also a member of the Advisory Board of Banco Português de Fomento, chaired the Advisory Board of the Portuguese Diaspora and was a member of the Supreme Council of the Portuguese Red Cross.

As one of the fastest growing fintechs today, Jeanette is responsible for building and leading Airwallex’s robust global compliance and legal team, and ensuring that regulatory and compliance requirements are met in all the countries Airwallex operates in. A key member of Airwallex’s C-suite, Jeanette works with the wider Airwallex senior leadership team to shape and drive the group’s global expansion.
Prior to Airwallex, Jeanette worked at global law firm Paul, Weiss for over 30 years, most recently as the Managing Partner of the China Practice and Head of the Asia Communications and Technology Practice.
Jeanette actively participates in the Hong Kong community and Law community at large. She currently serves as a Listing Committee member for the Hong Kong Exchanges and Clearing Limited (HKEX) and serves on the Advisory Board member for Women in Law Hong Kong (WILHK). Jeanette is also an active Harvard Law alumni and currently serves as an “Alumni in Residence,” a one-on-one career mentoring program for current Harvard Law students. She is also part of Harvard Law’s Dean’s Advisory Board, a group of Harvard alumni that supports the continued professional development of future leaders globally.

Jonathan spent 18 years at Citigroup where he was most recently Global Head of the firm’s Retail Banking and Mortgage businesses, generating ~$12Bn in Revenues and spanning 19 countries. He has been at the leading edge of the financial services industry for the last 33 years across the Asia Pacific region and globally. He brings a unique blend of strategic vision, operational depth, and understanding of the new technology landscape. He has led multiple large-scale, successful businesses across a wide range of markets and has extensive experience in negotiating and managing partnerships and M&A transactions.
Prior to Citi, Jonathan was a Principal in the Financial Services Practice of global management consulting firm, Booz Allen & Hamilton where he spent eight years advising large banks and other financial institutions across Asia, Australia and New Zealand and in the United States and Europe.
Jonathan is a Distinguished Fellow of the Institute of Banking and Finance, Singapore and was named Retail Banker of the Year in 2011 by Asian Banker magazine. He has been widely quoted in major business publications including the Financial Times, Bloomberg, Reuters, New York Times, Wall Street Journal, the Economist as well as local media throughout Asia Pacific. Jonathan holds a Bachelor of Arts (Hons) from the University of Melbourne.

Melissa C. Guzy is the Founder and Managing Partner of Arbor Ventures. Before founding of Arbor Ventures, Melissa was a Managing Partner and a member of the Investment Committee at VantagePoint Capital Partners, where she invested in early stage technology companies in Asia, Europe and Silicon Valley. Her current board positions include EverCompliant, Fundbox, InCountry, Tabby, Planck Re and TrueAccord. Melissa was the investor board member of Paidy which was acquired by Paypal for $2.88 billion.
Melissa attended Wellesley College and earned a master’s degree in Finance from the University of Florida. She is the author of the paper “Venture Capital Returns and Public Market Performance.” Melissa is the Co-Chair of the Hong Kong Venture Capital Association (“HKVCA”) Venture Committee, a member of the Board of Directors of the HKVCA and the SVCA and a former member to the Hong Kong SFC on Innovation. Melissa has been recognized as a Top 100 Influencer in Fintech (NxtBnk), AlwaysOn Fintech Power Player, as well as one of the Top 13 Women in Asia of Tech Influencers.

Sarah Breeden became Deputy Governor for Financial Stability on 1 November 2023. She is a member of the Monetary Policy Committee, Financial Policy Committee, Prudential Regulation Committee and the Bank’s Court of Directors. She has specific responsibility within the Bank for financial stability, the supervision of financial market infrastructures, international issues, central bank digital currency and fintech.
Sarah also leads the Bank of England’s work on climate change, domestically and internationally, a role she has held since 2016. She has been a Steering Group member of the international central bank and supervisors’ Network for Greening the Financial System (NGFS) since its inception in 2017, and chaired its macrofinancial workstream from 2018 until early 2022.
Sarah joined the Bank in 1991. Prior to her current role, Sarah was the Executive Director for Financial Stability Strategy and Risk and a member of the Financial Policy Committee (2021-2023). Previously, she was the Executive Director for UK Deposit Takers Supervision (2019-2021), responsible for the supervision of the UK’s banks, building societies and credit unions, and Executive Director for International Banks Supervision (2015-2021), responsible for supervision of the UK operations of
international banks. Before that, Sarah held a variety of roles, including leading the design and risk management of financial market operations undertaken by the Bank during the financial crisis, and then leading the Bank’s work to support the transition of prudential regulation of banks and insurers from the Financial Services Authority to the Bank.
Sarah has an MA in Economics from Cambridge University and an MSc in Finance from the London Business School.
She is a trustee of the Education Endowment Foundation.

Umar Farooq is the Co-Head of Global Payments. JP Morgan’s Global Payments business combines treasury services, trade & working capital, commercial cards and merchant services to help clients operate across 150+ countries. The business is the largest processor of UDS payments across the world with daily transaction volume of around $10 trillion. Prior to this Umar was the Global Head of Financial Institution Payments and CEO of Onyx by JP Morgan. Onyx is a J.P. Morgan business unit that leverages cutting-edge technologies like Blockchain to develop innovative products, platforms and marketplaces. Previously he was the Global Head of Digital Wholesale Payments and Head of Blockchain for the Corporate and Investment Bank. Umar has also held leadership positions in Chase Bank in the past including Head of Small Business Segment and National Sales Manager for Chase Business Banking. Umar holds a B.S. in Computer Science, B.S. in Economics and M.Engg. in Computer Engineering from the Massachusetts Institute of Technology. Umar received his JD from Yale Law School
