Xavier Lavayssière is a recognized expert in digital finance with over a decade of experience. At the International Monetary Fund (IMF), he advises governments and central banks on the policy and technological aspects of digital financial systems. His insights have contributed to several IMF publications, including a recent paper on "Programmability in Payment and Settlement."
Mr. Lavayssière lectures at Université Paris Panthéon-Sorbonne and is a research fellow at University College London's Centre for Blockchain Technologies. He has authored numerous publications on tokenization of financial instruments, smart contracts, and regulatory frameworks for digital assets. His work extends to Central Bank Digital Currencies, with a synthesis published by the Blockchain Chair of École Polytechnique. Combining backgrounds in Public Law and Computer Science, he brings a unique interdisciplinary perspective to these domains.
A serial entrepreneur and technology enthusiast, Xavier has founded several initiatives bridging technology and finance. He co-created the League of Ledgers podcast, which explores cross-border payments and the evolution of financial systems. Through his consulting firm, he provides strategic guidance on digital finance to a large range of organizations. Xavier also leads "Les Bricodeurs," a non-profit dedicated to promoting technological literacy and empowerment.

In a roundtable "Shaping the Future of Cross-border Transaction Compliance" held during the Singapore FinTech Festival in 2023, a major challenge identified was the increasing intricacy of sanctions screening and compliance with capital flow management measures. This roundtable will continue the dialogue on programable compliance with an emphasis on privacy-enhancing technologies such as zero-knowledge proofs and multi-party computation in the compliance context. The roundtable will also focus on the key efficiency gains emanating from Project Mandala, a BIS Innovation Hub initiative, which aims to facilitate peer-to-peer exchanges of compliance requirements and data between financial institutions, utilising cryptographic proofs for verifiable compliance.
