H.E. Jean de Dieu Uwihanganye is the High Commissioner of the Republic of Rwanda to Singapore. Before his posting, High Commissioner Uwihanganye served in Rwanda’s cabinet as Minister of State for Transport in the Ministry of Infrastructure of the Republic of Rwanda. During this tenure, he oversaw the implementation of Rwanda’s land, air and water transport policies and decisions.

An engineer by profession, the High Commissioner obtained his master’s in construction project management from the University of Manchester, School of Mechanical, Aerospace and Civil Engineering. He also possesses a Master of Business Administration and Management from the Nanyang Technological University Business School.

H.E. Jean de Dieu Uwihanganye is a construction business leader with operational, research, and managerial experience in developing countries. He previously managed various construction projects and held successive positions at the Rwandan leading construction company, NPD Ltd.

He was a lecturer of an MBA for Project Management Courses at various universities in Rwanda and is a Certified Project Manager of the Association of Project Management (APM).
